Joel L. Smith is a Non-Profit Business Consultant. His areas of expertise include project management, grant management, leadership development, organizational goal setting, management strategies and educational leadership and classroom management for start-ups and growing non-profits organizations. He has been responsible for multi-million dollar awards for training, development and strategic planning. He has been an appointee of State Governors and County Commissioners to significant Boards and Commissions.
Mr. Smith was appointed to key community boards which have generated more than $16,000,000 dollars annually toward constituent services. His strategic planning skills, project management strategies and predictive analytics principals support enhanced service delivery and accountability in provider organizations.
Mr. Smith has facilitated a 2-year project in the juvenile justice arena, particularly addressing equity of treatment, and a federally-funded predictive analytics initiative addressing the negative arc faced by youth aging out of the dependency system and experiencing homelessness. Additionally, he has coordinated a community video training experience, preparing new case managers to assist clients in accessing local services. Mr. Smith also has significant prior experience in the substance use arena, having been a clinic supervisor in an opiate addiction treatment facility.
Mr. Smith was, until the department was abolished in June 2009, Director, Dropout Prevention / Alternative Education, Broward County Public Schools. Among many initiatives, while at the district Joel created the fully implemented BASIS system. BASIS is the district’s student management system, tracking student performance and behavior. The system suggests response to intervention actions aligned to the identified risk and also is linked to external support services. Prior to that assignment, he was Director, Middle Schools, Specialist, Dropout Prevention & Alternative Education, and Acting Assistant Principal, Guidance Counselor, Teacher. Mr. Smith served as the Regional Director of the Florida League of Middle Schools and facilitated conferences for more than 1,000 local middle level educators. Mr. Smith is dedicated to participating in the community. He was awarded an EPIC, presented by the Mental Health Association in 2015.
